This project was for the demolition and redevelopment of a vacant primary school into 8 detached dwellings.

Mid Devon Borough Council wanted 3 affordable housing units on-site as well as various other S106 contributions.

Vacant building credit applied to half of the proposed floorspace reducing the initial contribution sought.

Phase 1 Result:

The Council initially contested the sales values, build costs and benchmark land value. After Phase 1 the sought contributions were reduced to no affordable housing units on-site and instead requested £300,000.

A detailed QS cost plan was obtained to resolve the build cost issue, while further research into nearby new build developments was undertaken.

Phase 2 Result:

S106 Management led a meeting to discuss the key elements of the appraisal; the meeting resulted in outcomes that were politically acceptable to all parties and a comprise was agree in that a cash contribution of £125,000 would be given, along with no late review mechanism.
